About this dataset

Australia (AU): migration notes

Internal record of the P5 migration. This is a dated record (2026-10-05) and is not shipped in the zip.

  • Issue: pc-28e.7.4 (open, deferred)
  • Producer: none written. The descriptor keeps pipeline: producer: custom with refresh disabled, and the data stays as harvested from the live zip in 09d7c89.
  • Parity: not run (no producer).

Why it stays on live data

  • Live was built from G-NAF by a builder that is not in the repo. The in-repo scripts/ rebuild from Matthew Proctor's CSV instead. A producer ported from them (worktree commit 7b590fa, not landed) changed 2,673 of 3,175 rows.
    • Correction 2026-10-06: live is Proctor-derived, not G-NAF. All 3,172 rows with coordinates match Proctor's lat/long (see .licensing-notes.md). The 2,673-row diff must come from the ported producer's logic or upstream drift, not from a different source.
  • With no G-NAF builder to port, the no-producer-from-scratch rule applies.

Decisions

DecisionByBasis
Defer: stay on live dataUser, 2026-10-03No G-NAF builder; rule: no producer from scratch

Open questions

  • Licensing mismatch, tracked in pc-9qt: there's no ATTRIBUTION.txt, and the descriptor says CC-BY-4.0 while .licensing-notes.md says G-NAF EULA.
    • Resolved 2026-10-06 (pc-9qt, user decision): the data contains no G-NAF. Licence set to CC-BY-4.0 for the ABS LGA component, ATTRIBUTION.txt credits Proctor (public domain) and ABS ("Based on Australian Bureau of Statistics data"), and README Sources was added. Nothing was uploaded; au stays on live data (pc-5kk).
  • Proctor's coordinates come from Australia Post's database, whose own file is commercially licensed. User decision 2026-10-06 (pc-93s): accept Proctor's public-domain position. Coordinates are kept and no extra attribution is added.

Provenance

Written 2026-10-05 from docs/parity/p5.md (batch sign-offs) and the bd notes on pc-28e.7.4.
