About this dataset
Postal Codes Dataset for Estonia (EE)
This dataset contains Estonian postal codes – 5,398 rows, all 15 counties, 71 parishes/municipalities, full 3-tier admin coverage (100% of rows carry a town/settlement value).

Sourced from GeoNames, licensed CC BY 4.0.
Licensing status. Cleared to sell – licence_status.decision: compatible. See ATTRIBUTION.txt for the full attribution notice.
Coverage note. Primary key is (postal_code, place_name) – 0 collisions. Omniva (the national postal operator) publishes an official ZIP-code download, but its file link is JS-rendered and could not be reached from this build environment – a known, disclosed upgrade path.
Usage
The dataset files are available in CSV format and can be accessed and downloaded using the links provided in the datapackage.yml.
postal_code should be read as text (dtype=str).
