About this dataset

Greece (GR) — licensing trace

Built 2026-08-27 per explicit human instruction, after presenting the free-vs-block tradeoff (see fedex-agents-prototype/countries/GRC/research.json for the full researcher-phase trace this build follows).

Every other candidate source, and why each was rejected

  • ELTA (official postal authority, postalcodes.elta.gr): copyright asserted in the footer, no licence grant, no bulk export, no API. Assembling a national list means systematic scraping of a rights-asserted register for resale.
  • GeoNames: does not carry Greece at all. Confirmed 2026-08-27: GR.zip returns HTTP 404; GeoNames only adds a country once its postal service publishes compatible data, and ELTA never has.
  • MentatInnovations/grpostcodes (GitHub, 99.7% coverage, the most complete list found): Apache-2.0 licence declared, but the repo's own README admits the data was assembled via "lookups via Google Maps and other public services." Google Maps Platform ToS 3.2.3 prohibits scraping, caching, and redistributing Google content — the repo owner never held the rights they purported to license. Same failure class as this project's earlier odc-pddl bug: a licence value nobody checked.
  • ifrountas/greek-postal-codes (GitHub): license: null via the GitHub API, no LICENSE file — all rights reserved by default.
  • data.gov.gr municipal layers: ~3% of municipalities covered, no national register, licences scatter (null / CC BY-SA / ODbL / other) per publisher.

What ships, and why free-only

Source: Eurostat GISCO postal code point dataset 2025, filtered to CNTR_ID == 'EL' (1,041 rows — matches the researcher-phase verification exactly). Licensed CC BY-SA 4.0. Share-alike means a paid, exclusive resale would have to let every buyer freely redistribute the file — this repo's storefront model can't guarantee that, so licence_status.decision is scoped to "compatible for FREE distribution with attribution" only. is_premium is not set. Same reasoning already applied to Wikipedia (Seychelles/DR Congo) in this catalogue.

Coverage and admin-mapping decisions

  • 83% coverage (1,041 of an estimated ~1,254 codes), missing concentrated in Athens (13xxx–19xxx) — disclosed prominently in README.md, not buried.
  • admin_name1 (region) / admin_code1 (ISO 3166-2:GR) derived from the NUTS3 code's NUTS2 group via a hardcoded, verified lookup — Greece's 13 regions are a stable classification, confirmed against the current ISO 3166-2:GR subdivisions table (2026-08-27).
  • admin_name2 (regional unit) / admin_code2 (NUTS3) derived the same way — all 52 NUTS3 codes present in the GISCO Greece extract were matched against a verified name table with zero misses.
  • admin_name3 (municipality/Δήμος) is NOT resolved in this release. GISCO supplies only the raw ELSTAT NSI_2021 code (kept in admin_code3 for traceability), not the municipality name — resolving that needs Greece's own Kallikratis admin reference (data.gov.gr, licence_id: null, decision unresolved in the researcher-phase research.json) which was not brought into this build. A future pass could add it once that source's licence is actually resolved.
  • No coordinates. The CSV distribution of this GISCO dataset carries no geometry (only the geojson/gpkg/shp variants do) — out of scope for this build, not silently dropped.
  • "Pseudo-community" place names (~27% of rows, e.g. "Ψευδοκοινότητα Αθηναίων") are a genuine Greek statistical/cadastral term for an unsubdivided municipality, not a data error — disclosed in README.md so it doesn't read as garbage data to an unfamiliar reader.

Validation run 2026-08-27

  • Frictionless validate() against the built datapackage.json: PASS.
  • 0 duplicate postal codes, 0 malformed (non-5-digit) codes.
  • All admin_code1 values in the 13 valid ISO 3166-2:GR letters.
  • All admin_code2 values in the 52 valid NUTS3 codes for Greece; 0 name lookup misses.
  • All 13 regions represented (row counts 20–293 per region).

What ships

gr.csv — 1,041 rows, 13-column postal-codes schema. Pushed to both the main postal-codes bucket (full 1,041-row file) and the postal-codes-samples bucket (100-row sample, matching the convention every other country in that bucket follows).

Review 2026-10-09: consistent, no change

README, ATTRIBUTION and datapackage.yaml licenses all state CC BY-SA 4.0 with attribution, and the dataset is free (no tier), so share-alike is met by distributing it under the same licence. Reopen if this dataset is ever priced.
