Mauritius (MU) — internal licensing notes

Status: LIVE, published free (unresolved licence, disclosed) — 2026-08-27.

Product identity

Source scraper: countries/MUS/scripts/parse_ma.py in fedex-agents-prototype, live-scraped from mus.youbianku.com (11 districts, 1,590 postal codes). Regenerated fresh on 2026-08-27 and confirmed byte-for-byte identical to the previously committed FedEx-schema CSV — the source and scraper are both still live and stable.

The provenance gap

mus.youbianku.com is run by Wuhan Duoku Science & Technology Co. (youbianku.com, operating since 1998). Its "About" and "General Disclaimer" pages were fetched and read directly — both are thin stub pages. Neither page, nor anywhere else on the site, states a licence, states redistribution terms, cites an upstream data source, or prohibits scraping/commercial reuse.

This is a genuine absence of information, not a confirmed grant. Per this project's rule, absence of a stated licence must not be assumed compatible — licence_status.decision is "unresolved", same bucket as VN and SN.

Separately: the underlying place names (villages, towns, district names) are themselves unremarkable geographic facts that would not be independently copyrightable regardless of provenance — the open question here is narrower than for VN/SN: it's about the postal-code-to-locality mapping itself as compiled/published by youbianku, not about the place names.

Decision

Same reasoning as VN and SN (2026-08-25): sell into an unresolved licence gap monetizes the ambiguity; publishing free instead keeps the same open legal question but removes the stakes. MU ships freedata_available: true, no is_premium / premium_tier.

What shipped (2026-08-27)

  • mu.csv (1,590 rows, 0 duplicates, 0 no-code rows) built via datasets/mu/scripts/build_postal_codes_product.py from countries/MUS/data/Mauritius.csv.
  • licence_status.decision: "unresolved", disclosed in both data/ATTRIBUTION.txt and data/README.md, with a "contact us before relying on this under a licence that requires a confirmed redistribution grant" line, matching the VN/SN pattern.
  • No coordinates — the FedEx source has none.
  • Published to R2 (mu/mu.csv, mu/datapackage.json, mu/README.md, mu/ATTRIBUTION.txt, mu/mu.zip) and round-trip verified. _meta/catalog.json updated for the MU entry only.
  • datasets/mu/README.md and datapackage.yml updated to data_available: true (no longer the placeholder "no data available" state).

Not done here: no contact made with youbianku.com or Wuhan Duoku Science & Technology about the underlying data's provenance. This publish does not resolve the licence question — it makes an informed decision to sell into that gap for free, disclosed, rather than wait on it indefinitely.
