About this dataset

Postal Codes Dataset for Russian Federation (RU)

This dataset lists the postal codes (indices) of Russia from Pochta Rossii's official reference directory of postal facilities, with the region, area and city hierarchy from the Federal Tax Service address classifier (KLADR). Two columns beyond the standard postal-codes schema are included: addressable and facility_type.

Column definitions, row count, size and last-updated date are in datapackage.yaml.

Data Sources

  • Postal codes: Pochta Rossii, official reference directory of postal codes ("Эталонный справочник почтовых индексов объектов почтовой связи"), https://www.pochta.ru/support/database/ops.
  • Region, area and city hierarchy: KLADR 4.0, the Federal Tax Service of Russia's national address classifier.
  • Both were fetched via the GitHub republish https://github.com/anpalcactus/russian-postal-codes, because pochta.ru returns a WAF block to the build environment.

Licensing status — read before commercial use. The licence status is unresolved. Pochta Rossii's own page states no licence or redistribution terms for this data. The GitHub republish's own LICENSE file limits its CC BY 4.0 grant to its own parsing, normalisation and hierarchy-consolidation work, not the underlying Pochta Rossii and KLADR data. This dataset is provided free (not sold). Do not treat it as cleared for commercial resale without a real resolution of this question.

Changes made to the source data: admin_code1 is derived to ISO 3166-2:RU through a name-based crosswalk of the federal subjects that have an assigned code.

Known limitations

  • admin_code1 is blank for Crimea and Sevastopol (ISO 3166-2:RU assigns no code to either) and for Baikonur (a city in Kazakhstan administered by Russia under lease, not a Russian federal subject).
  • No coordinates: latitude, longitude and accuracy are empty rather than estimated.
  • addressable is the source's own flag: 1 marks a real customer-facing postal code, 0 an internal postal-network facility code (such as technical indices, sorting-centre sections and depots). facility_type is the Russian-language facility type name.
  • Admin tiers: admin_name1 is the federal subject, admin_name2 the area (raion) where the source provides one, and admin_name3 the city. admin_code2 is blank because Russia has no ISO code at that level.

Usage

The dataset files are available in CSV format and can be accessed and downloaded using the links provided in datapackage.yaml.
