Why frozen
Licence-restricted (plan D5, pc-uzp, user decision 2026-10-05): the licence status is unresolved; Pochta Rossii states no licence for its reference directory. The GitHub mirror we fetch through (pochta.ru WAF-blocks us) licenses only its own compilation work under CC BY 4.0. The user chose to freeze for consistency with sn/vn. See .licensing-notes.md. The old scripts/ are kept as a provenance record and are not run.
Changes in this commit (orchestrator)
- Removed row counts from the descriptor
descriptionand the README (standing doc rule). - Removed "see ATTRIBUTION.txt" references: free datasets ship no ATTRIBUTION.txt. The licence disclosure is now inline in the README.
- README was generic boilerplate plus a wrong "sample of the first 100 rows, contact sales" note. Rewrote it from the descriptor and
.licensing-notes.md: sources, the unresolved-licence caveat, the two extra columns and the blank admin_code1 for Crimea, Sevastopol and Baikonur.
