About this dataset

Seychelles (SC) — licensing trace

Built 2026-08-27 per human instruction: after confirming this project would "free host" the no-postal-code countries rather than sell them, and after raising (and resolving with the human) a genuine product-shape conflict — see below.

The product-shape conflict, and how it was resolved

This project's own convention states the postal-codes product is "a list of postal codes" and that a no-code placeholder "does not belong in it." Seychelles has no postal codes at all. Raised this directly; human's decision: ship it into the same bucket, same per-country prefix layout as every real postal-codes country anyway (sc/ in the postal-codes bucket), with postal_code left genuinely empty on every row rather than faked with a placeholder value. This is a deliberate exception to the product definition, not an oversight — call it out if auditing this bucket later.

Licence

Source: Wikipedia, "Districts of Seychelles" + "ISO 3166-2:SC".
Licence: CC BY-SA 4.0 — a known, named licence (unlike MU/VN/TZ's "unresolved" bucket). licence_status.decision: "compatible".
What "compatible" means here specifically: compatible for free distribution with attribution and share-alike preserved. NOT compatible with selling this as an exclusive, no-attribution product — CC BY-SA's share-alike clause means a buyer could legally redistribute it for free, so is_premium must never be set on this dataset.
Consistent with this project's existing precedent for Wikipedia-sourced admin data (see the ESP and Oman entries in fedex-agents-prototype's CLAUDE.md Admin Level Mapping Registry, both of which rejected Wikipedia as a sellable admin source for the same reason).

What ships

sc.csv — 27 rows, one per district, 13-column postal-codes schema, postal_code empty throughout.
Attribution carried in README.md and ATTRIBUTION.txt per this repo's licensing convention (attribution required — opposite of the FedEx delivery no-sourcing rule).
