About this dataset

Sierra Leone (SL) — licensing trace

Built 2026-08-27 alongside Guyana/Seychelles/DR Congo, per human instruction to build out the remaining no-postal-code countries.

Product-shape exception

Same exception as GY/SC/CD: this project's convention states the postal-codes product is "a list of postal codes" and a no-code placeholder "does not belong in it." Sierra Leone has none (confirmed: GeoNames' postal export 404s for SL; SALPOST, the national postal operator, publishes no postcode lookup or standard; UPU lists ~130 member countries with postcodes and Sierra Leone is not one of them). Ships into the standard sl/ prefix anyway, with postal_code genuinely empty on every row, per explicit human instruction.

Licence — the strongest case in this batch

Source: OCHA COD-AB Sierra Leone Subnational Administrative Boundaries v02 (https://data.humdata.org/dataset/cod-ab-sle). Licence per HDX package metadata: CC-BY-IGO — Creative Commons Attribution for Intergovernmental Organisations. Attribution-only, explicitly permits commercial use and derivatives, no share-alike.

This is genuinely different from Guyana (no known source), Seychelles/DR Congo (Wikipedia CC BY-SA, share-alike blocks exclusive resale). No share-alike means this dataset can be sold as an exclusive product with attribution. licence_status.decision: "compatible", and is_premium: true / premium_tier: B are set accordingly in datapackage.yml.

Tier B, not A, per docs/PRICING_TIERS.md in fedex-agents-prototype: single primary source normalised in place (xlsx parse, one misspelling correction with evidence, a disclosed coverage caveat) — no second authoritative source consolidated onto it, so it sits with AU/IT/PH rather than CA/PT/SG.

Known defects, corrected or disclosed rather than passed through

  1. "Fabala" → "Falaba". The source's adm2_name misspells Falaba District. Corrected on every affected row (31 chiefdoms), confirmed against GeoNames' "Falaba District". publish_r2.py asserts the uncorrected spelling is absent before allowing a publish.
  2. 167 of an estimated ~190 chiefdoms. Sierra Leone's 2017 chiefdom de-amalgamation reform means the true current chiefdom count is higher than what this boundary set (dated to the reform period) enumerates. Disclosed explicitly in README.md, ATTRIBUTION.txt, and the datapackage.json description — not presented as a complete national chiefdom list. This is the same completeness failure this project already learned from with Guinea/Conakry; the difference here is it's disclosed up front rather than discovered after shipping.

What ships

sl.csv — 167 rows (province → district → chiefdom), 13-column postal-codes schema, postal_code empty throughout, real chiefdom-centroid coordinates on every row.

Update 2026-08-27 — shipped free, not premium

Despite the CC-BY-IGO analysis above genuinely supporting a paid resale, the human decided (2026-08-27) on a blanket policy: any dataset with no postal codes ships free, regardless of how permissive its specific licence is. is_premium / premium_tier / premium_source_key removed from datapackage.yml. The licence analysis above remains accurate and is kept for the record — it's a policy choice overriding it, not a finding that the earlier analysis was wrong.

Reconfirmed by the owner 2026-10-09: sl stays free.
