Privacy policy: covers personal data only ("We never sell your personal information to third parties") — does not address the postcode database.

Decision

licence_status.decision: "unresolved" — same bucket as Mauritius, Vietnam, and Senegal. No stated prohibition was found (unlike Nigeria's zipcode.com.ng, which explicitly bans commercial use and mirroring), but also no explicit permission was granted. A bare copyright notice is not a licence.

Per this project's Provenance & Licence Gate, unresolved may ship free, not for sale. datasets/tz/datapackage.yml therefore carries data_available: true with no is_premium / premium_tier fields.

What would resolve this cleanly

Re-source directly from TCRA's own NAPS PDF (https://www.tcra.go.tz/uploads/documents/...National%20Postcode%20Allocation%20Plan...pdf) instead of the community mirror — a government regulator publication is a stronger footing than an unlicensed third-party aggregation of it, though the PDF itself would need extraction (not machine-readable CSV) and its own government-publication licence terms confirmed before that supersedes this.
