Producer: none. The dataset is frozen with no pipeline: block.

Why frozen

Licence-restricted (plan D5, pc-uzp, user decision 2026-10-05): the licence status is unresolved; scraped from tanzaniapostcode.com, which carries a bare compilation copyright notice and no licence grant. A cleaner route (re-sourcing from TCRA's NAPS PDF) would be a producer from scratch. See .licensing-notes.md. The old scripts/ are kept as a provenance record and are not run.

Changes in this commit (orchestrator)

Removed row counts from the descriptor description and the README (standing doc rule).
Removed "see ATTRIBUTION.txt" references: free datasets ship no ATTRIBUTION.txt. The licence disclosure is now inline in the README.
README wrongly said "sample of the first 100 rows, contact sales": tz is free and the live CSV is full. Removed that note and the sales footer.
